With a $300,000 grant from Greater Texas Foundation, Texas Tech Foundation, Inc. will evaluate the implementation and early effects of Texas’ Outcome-Based Funding for Community Colleges (HB8). The study includes a quantitative longitudinal data analysis of funding shifts, qualitative fieldwork to document implementation of the model, forecasts of future funding trends, and an analysis of core components of the policy. This research will identify structural barriers for rural institutions under this weighted funding model and will provide actionable tools and shared learning opportunities to allow rural leaders to use data in decision-making.
