To support research commissioned by Philanthropy Advocates through their 2022-2023 Pathways to College & Career work group to inform policymakers on the impact of past policies enacted by the Texas Legislature, both from House Bill 5 in 2013 and through many years of state policy influencing student and institutional behavior as it relates to college and career readiness and postsecondary transitions.
