Greater Texas Foundation is committed to all Texans having the opportunity to complete postsecondary education and we are working across systems in Texas, collaborating with grantees, and informing the field as a nonpartisan knowledge builder.
We engage in this work so that all Texas learners can look forward to a brighter future and a living wage.
The Challenge
According to a report authored by Texas 2036 and the George W. Bush Institute, 70% of jobs in Texas will require a postsecondary credential by 2036.
But far too few Texans earn a credential beyond high school. We are committed to ensuring learners are ready for a bright future and poised to maximize the academic and economic opportunities that lay ahead.

Texas Learners at the Center
This strategic plan is designed to benefit two types of learners in Texas.
Help more high school and college learners complete a postsecondary credential.
Increase the % of learners in Texas high schools who pursue and complete postsecondary credentials.
Increase the % of learners in Texas postsecondary systems who complete postsecondary credentials that support a living wage.
Reengage disconnected learners to pursue a postsecondary credential.
Decrease the % of Texas learners who are currently disconnected from high schools and help them create a path to a postsecondary credential.
Increase the % of Texas learners disconnected from postsecondary systems who re-enroll and complete a first credential.
As part of our plan, the foundation will assess statewide data to understand how outcomes are changing for Texas students, to inform adjustments to our grantmaking, and to share our learning with the field.
Implementation
Implementation of our strategic plan will be data-driven and revolve around two main priorities:
- Fund initiatives that drive systems-level change, scale evidence-based practices, and demonstrate innovation.
- Expand our presence as a knowledge builder and convener across the state.
Grantmaking Areas
The foundation has refined our grantmaking areas to create strong alignment with areas of need and to have the greatest impact. Our grantmaking philosophy is informed by data to understand learner needs and identify system gaps to fund targeted strategies in order to serve all Texas learners.
